Background
With the restoration of multiparty democratic system of government in Nepal in 2046 B.S, the works in the field of decentralization, good governance and local development have opened new dimensions. The parliament under the multiparty system of government promulgated Local Self-Governance Act (LSGA) in 2055. Based on the act, local elected authorities in the VDCs, municipalities and DDCs are making more significant progress to own the development in their respective areas in a transparent manner. LSGA has provided substantial authority, responsibilities and resource to the DDC to plan, implement Co-ordinate and manage local development
District development committee (DDC) is a leading organization for district level development activities. It is considered as the central point of the local development. There are many government and non-government agencies in district for the integrated development. DDC plays an important role for coordinating all the development initiatives implemented by line agencies and I/NGOs. District Council is the supreme body for the formulation of district development plan. The Council should ratify the plans and programmes of line agencies, which are prepared following participatory planning process. District Development Committee is the executive body of the District Council. The Committee conducts its activities in accordance with the decisions and direction of the District Council. The DDC implements its programme within the framework of district periodic plan.
